Not at all, Edmonton did not draft him thinking he could be the best player in the draft. It was Zharkov that made waves, stating he thought he was more talented, and could be a better overall player than Yakupov. There was an article on draft day on TSN.ca, where Zharkov was quoted as saying he wanted to be better than his OHL counterpart Yakupov. Edmonton sports radio mentioned this as well.
Additionally, the Edmonton Journal ran a story about this as well a couple days ago.
