I work freelance for the Olympic Broadcasting Service. It's the official broadcast feed and it can be picked up by any country wanting coverage of the Olympics that doesn't have their own rights holder. It started back in 2008 in Beijing. Although I don't know the actual numbers, I've been told the fees for smaller countries are not substantial because they want the product to get out.
