Nothing will be blocked by the CRTC unless there is a Canadian rights holder to request the block.
This will be part of the negotiations. The Canadian networks lost money on the recent contracts (according to the article), so they don't want to the IOC strong arm them into losing even more. And with these games being far from prime viewing hours for North America, the bids shouldn't be as high.
I'm not sure what the IOC are thinking; they just turned down the biggest potential suitors who were already in partnership and neither one will be able to match the bid alone, let alone Rogers.
