Sorry, but while the parents are central figures, you can't discount the peripheral influences in a child's life. A child can be an angel in front of their parents, but with other children or with others around teaching different values through subconsciously-learned actions, children can act differently no matter what a parent teaches. Therefore, there is an onus on society to help guide children in all aspects of their lives - home, school and in social settings.
"Let the parents deal with it" is an antiquated, responsibility-absolving attitude.
Also - if you ever go to a country like Japan (and I'm not sure you have), I'm sure you would more than understand what I mean.
