Primarily yes. The word nation, to most people, has too many other connotations which can be interpretted in so many different ways. A "nation" has many rights that a "distinct society" does not.
As for the primary language of Acadians being French, Acadian, or Chiac, I disagree. I would say that English is their primary language and Acadian or Chiac is their mother tongue.
