Figures are from StatsCan here, but the page is dynamic and so that link probably won't work. The percentages/year aren't exactly proper because I didn't use geometric averages, but they should be pretty close.

Frankly, I'm having problems reconciling these figures with the numbers you quoted. I will, however, maintain that Harper is the bigger spender.
