Beckham will more than likely be with Great Britain at the 2012 London games. The Caps won't be opening up the upper deck.
I've totally been on board with the Caps this year. I'm sold on the product and will be getting full season tix next year as opposed to half this season. But, the crowds haven't been all that impressive this year. It's kinda sad they can't get 20000 to a game, but down the highway in Seattle, they're consistently getting 35-40k. Caps are top 10 in average attendance, but it could be so much better.
