It isn't for most other types of accidents. Police and insurance adjusters have to do an investigation and determine fault. Not all rear end accidents are the rear ending driver's fault. If someone cuts you off either through a poor lane change or entering the roadway without sufficient space they're at fault even though you hit them.
To use an extreme example, what if you were stopped at a red light in the correct position behind the stop line and someone hits you into a cross walk and kills a pedestrian. Are you really going to be held liable for that?
