I was always under the impression that if you are the first offending vehicle in a series of rear enders, that you are only responsible for the car you hit and not the other 20 cars that crashed ahead of you afterwards.

There's no reasonable way to ensure that you won't be pushed into a car in front of you when struck from behind. What if someone hits you at 100 km/h?
Unless I'm mistaken, barring the middle car's driver being negligent in some way (stopped within a few inches of the car in front or perhaps not having their foot on the brakes) then it's the rear driver's responsibility.
