1. Don't spend the money yet.
2. Wait til you can purchase some 3 seaters. I built my first few planes with parts I found in new cities. Keep a close eye on parts when they update!
3. Spend if you need the planes but don't buy or upgrade 1 seaters and don't upgrade 2 seaters.
4. Yes that's what the crew has completed so far.
