Ireland had a great goalie during those years, Bonner, and in short tournament soccer, like the euros or the world cup, a decent goalie is essential, hence Englands only world cup coming on Bank's back.
With a small population having a great goalie or a great striker is always going to be down largely to luck.
Football isn't even Irelands first sport, both hurley, gaelic football and rugby are equal or larger, to be frank it is a miracle they qualify at all.
