In a job that you don't plan on making a career out of (ie retail store) they would be very naive to think that employee turnover would be low. Basically you have to hire with the notion that people are going quit tomorrow, so not given any notice would hurt.
Now if you went into that job interview for that retail job and lied about your intentions then it is a different story.
