Yes, they are covering that issue in the meeting. None of the council members actually had copies of the report. They had to ask for copies during this meeting. Crazy.
Definitely seems like they have put themselves into a position where they are trying to rush this through...likely due to the NHL having a deadline looming.
From what I can see, no one on council is really willing to change their minds. If you watch the proceedings, you can see clearly where each councillor will be voting.
