Why does the City invite this kind of headache...especially since this morning's decision appears to open the door to an immediate challenge and they might be right back to square one.

I'm an amateur to this, but could it be due to city council enacting Emergency Vote measures, which negates the chance for a voter plebiscite?
i.e.; An emergency vote will pass the lease, a plebiscite will not.
