Default Condo/Strata - Parking Garage Membrane

A friend of mine owns a unit and is on the board of his condo. The current maintenance on the books is the membrane around the underground parking.

I found a link (http://www.homesbynaomi.com/images/c...20Property.pdf) ...which provides a decent background info.

...but really what I'm looking for is advice (for him) from anyone that's gone through similar situations.

The board have an architect who is doing some other work and is offering to administer the membrane replacement...but I'm assuming he will just hire a contractor and throw on a 10% markup for his admin. fees.

What is required for this work:

1. is it as simple as hiring a contractor and having him do the work, or

2. do you require some other expert to review and sign-off (assuming not an architect but maybe an engineer of some sort).

3. do you have any contacts that do this type of work?
