Market value is a pretty elusive concept, there is always a range and really no singular authority, though the various black books provide good guidance. If its a write off, the issue is, what would it take to put you back in the position you were? Often that includes GST on top of the purchase price if you're buying a replacement from a dealer.
In terms of what to do, Vlad is the man, he'll give you proper advice. That $4K cap for "minor" injuries is pretty crappy though.
