Fairly inappropriate comparison really, if someone has a seizure we ban them from driving (or at least did in the UK) but what damage they do is random.
While it is true that most mentally ill people don't pose a risk to the community there are some small amount who do pose a risk and it is not in the least random, they actively seek out people and try to hurt them due to whatever delusion they are affected by.
