The Russians have vague protocol pertaining to civil/commercial aviation as a whole.
This includes the somewhat lack of defined regulations like the CAR's and FAR's we have in North America. Maintenance requirements in Russia are particularly suspect.
A great many accidents can still be attributed to pilot error along with poorly maintained, antiquated equipment.
