No idea how to hire anyone, but you obviously have means to get up there if you took the pic. Drill new holes in it, get some roofing nails and a tube of roofing/shingling caulk. slide it in under the top and side shingles. Leave it on top of the bottom shingles. Nail it in and then put some patch on the nails. You probably have more than one, so you can look at another one.
If things are falling apart now you better get used to doing stuff like this on your own home, because it happens frequently.
edit, I just realized you took that pic from a window from the nice dry warm inside of your house.
Anyways I 'd find a way up there to cover it up, put the vent back and drill a screw in or something to keep the rain out of the hole before it leaks through your ceiling drywall.
Why does it look like there are 2 vents right beside each other ?
