I guess the question I would then ask you is: Who loses when this 'institution' loses money? I know a standard employee or even over zealous middle management wouldn't implement a policy like this one. At the very minimum it is a branch manager or someone higher up to do something like this, even if it was a rank and file employee who was caught doing it.
That place should be punished relentlessly and is hopefully out of business within the calendar year.
