I just find it unlikely that the NHL would actually expand beyond 30 teams any time in the near future, thus providing a reason to not give an existing NHL franchise that is in financial troubles to Quebec. Wouldn't they stand to make a considerable sum from the re-location fee, even though it wouldn't be the same as the expansion fee?
