Rust.....
I have tried to stay out of this as long as possible... Try using some sort of rubbing compound to get rid of the staining on the paint surface. Also CLEAN THE TOP OF THE LIP INSIDE THE WHEEL WELL. Vehicles like the Mazdas and GM trucks especially hold dirt and crud on that 1 inch little ledge. People do not usually clean that lip with the wand wash so it starts rusting. Cutting a piece out and re welding it will only make it rust more. Once you destroy the factory corrosion protection on the INSIDE of the panel corrosion begins instantly. Changing a panel is a good way to get rid of rust if it is a fender or hood or door but on a 1/4 you still have to splice an area on the top and you are still welding so your just creating more problems spreading the rust around. Even with all the corrosion protection materials (gravel guards and wax oils) there is no real cure for rust. Spot repair for prettyness and sell it because it will eventually come back no matter what you do.
