Practice this. It is how you get gold. Become really good at it. All champs have a different auto attack speed, some are a lot better than others at it.
You shouldn't be attacking creeps until you are ready to last hit, unless someone is pushing the lane on you - lots of new players do this and just push the lane with no worries at all. It leaves them a lot more open to being ganked.
If you notice this happening, say it in chat and call for the gank. Usually top can push their lane a little bit and come down and help or your jungler (if you have one). If they are trying it at an early level - don't worry too much about it, because they can't inflict any meaningful damage to your tower.
