I certainly wouldn't say that Maher is 100% correct, but usually would have some bits of truth in what he says in situations like this one.
If the dealine hasn't passed, it will pass very soon. If no owner steps up this offseason, the team is done in Phoenix, IMO. The NHL has no desire to continue to own the team.
I've been thinking, what if the NHL has an absolute deadline that is before the end of the playoffs, and must agree to sell the team to Quebec City (or elsewhere) while the Coyotes are still in the playoffs? Also, the possibility that Phoenix wins the Stanley Cup and then opens up the next season in a different city. Would Quebec City raise a Phoenix Coyotes - Stanley Cup Champions banner?

That's not necessarily true at all. The NHL doesn't operate in a fashion where every owner is required to be kept in the loop on every detail as they happen, even for bigger issues. Parties are assigned responsibility for handling certain aspects of operation, they operate within prescribed parameters and don't need to report everything to every constituent. It would be impossible to operate a franchise based corporation in that manner. That's not to say they wouldn't get answers if they asked, but there's not necessarily any sort of reporting requirement.
As to the deadline issue, I don't see that being a possibility. The NHL isn't going to self impose a deadline that sees them forced to act during the playoffs, and a Quebec City group seems unlikely to want to kill off a chance to get themselves a team over an arbitrary drop dead date.
