I think the more shame you put on people, and the more inconvenient you make the habit, the more people there are that will kick the habit.
Addiction doesn't have to be the end of the line. People can quit (I'm an ex-smoker myself, and making smoking "uncool" was a motivating factor for quitting).
(The Rita McNeil thing is funny though, and it's a reasonable point. Maybe we should use the same tactics to fight obesity. It's a huge problem just like smoking).
