I think the problem is that without knowing how salaries work in other countries, it`s hard to determine whether your tips are going to a good cause or not.
That said, China was the most lax place I have ever been. Heck, you could sit in the restaurant all day, use their hot water to brew your own tea, play a few rounds of mahjong, and buy a few steam buns once in a while, no tips were expected.
