Why would any teacher want to work for a school in a low income area with merit-based pay? By definition those students would do poorer on the tests, regardless of the skills of the teacher.

Standardized tests can't be removed soon enough. All they do is tell you what the student got on the test and nothing more. They don't say anything about the educational strengths and weaknesses of the student.
