There are no apps that can run in the background constantly checking the internet. The maximum amount of time any app can run in the background is 10 minutes, unless its a navigation, VOIP, or music playing app, and those exceptions are granted by Apple on a case by case basis as a part of the App Store review process.
So you'll have to produce a documented list of apps that demonstrate the behaviour you're talking about (sustained internet access while backgrounded), otherwise we will have to take the documented behaviour of iOS at face value.
