He WAS the best candidate at the time though. He had high hopes of fixing the council, but I still don't think that's even possible. We need a dictator for a few years to get rid of the bickering. Other than that, he seems ok......

If you've observed Council over the years, you'd realize that this Council functions far, far better than the last. Perfect? no. There are certainly still lots of 8-7 votes, but the key difference is that it is almost never the
same 8-7 on different issues. That I think is quite healthy. One of the reasons why it functions more effectively is how the Mayor chairs Council. He provides enough latitude in the strange procedural by-laws for strong debate and also keeps the tone more casual and light - he tends to inject some humour in there.
