I do think the sentence was a bit light, but the judge's decision is interesting. Especially with respect to rehabilitation - that the complaint being brought so late allowed James an opportunity to rehabilitate and thus mitigate the sentence.

This does seem to be within the parameters of Canadian case law though, if the sentence handed down in R v Stuckless is any guide. That case had more victims, over a longer period of time, performing arguably more degrading acts.
