You're absolutely right, his pardon was signed off by Pierre Dion. Dion was appointed by the Liberals, and re-appointed by the Conservatives. Harper has done some good on this front but not nearly enough, and I do think that regardless of his statement at the time that he was "disturbed" by the pardon he still has to take some responsibility for the actions of his appointees, that's goes with the job.

I don't hate the tories, I don't love them either. I can say the same about all of the parties, I am not partisan at all, and on the issue of sex offenders I think they all fail. The Liberals and NDP fail for the misguided ways in which they try to rehabilitate even the sickest of criminals in their policies, and the Tories for having all the right sound bites but never seeming to produce results. I don't hate the tories at all, I'm angry with the system, and while the tories are in power they are the public face of that system, and they have the power to change it. The same would be true of any governing party.
