Well the pros for junkies are:
Stores aren't guarding it properly yet. They put mass quantities out on the shelf and no magnetic tags to set off door sensors at the exits.
No serial numbers unlike Electronics which can be used to tell if an item has been stolen or track the origin.
So put that with the fact that there is a high demand for the stuff and it makes it the perfect thing for a desperate Junkie to steal.
