In regards to "free DLC," Microsoft is also partially to blame for this. I remember a while back for Gears of War 1 or 2 (I can't remember which) Epic came out and said they were releasing some map packs for free. I believe Microsoft told them they'd have to charge money for it.

He's talking about PC. It is true what you are saying also, that Microsoft very restrictive and draconian rules (that are also VERY EXPENSIVE) for developers to put out DLCs and even things like free patches for gamers.
I was reading one developer blog where they said they don't bother putting out patches or new content on the Xbox 360 because of how expensive it is for them to roll something out on Xbox Live.
