It's rather condescending to say that gamers don't know how the development process works. "Support" can include new content simply because it improves the value proposition of the base game. There is no reason why content developed by a seperate team has to incur a seperate fee, no matter where its release date falls. That would fall squarely on the shoulders of Microsoft. For whatever reason, they rarely have sales on the stuff people actually want. I picked up all of the DLC for Dragons Age: Origins and Awakening on Steam during a sale. It remains to be seen if EA will do that kind of thing, but I think in order for them to successfully compete with Steam they'll have to.

In regards to "free DLC," Microsoft is also partially to blame for this. I remember a while back for Gears of War 1 or 2 (I can't remember which) Epic came out and said they were releasing some map packs for free. I believe Microsoft told them they'd have to charge money for it.
