Yeah, assuming they got the numbers from the reports that are on the government's website (
http://www.transportation.alberta.ca/3121.htm), the 300 deaths since 1998 are from collisions where the police reported that the driver had consumed "some" alcohol, but was not impaired.
There is no measure of what "some" alcohol means or to what degree it contributed to the accidents or deaths.
