Same thing if I decided to belch after having a glorious o nion-laden falafel and blew it in your face as you walked by. At least none of those fumes have been linked to cancer... that I know of.
So when someone is blowing barf-tastic cigarette fumes a few feet from a building front entrance, it's at best an incredibly rude thing to do. Brushing off something like that as just a 'nuisance' smacks to me of someone completely devoid of respect for others.
