Either that or you completely tighten up the whole refusing a blood test or breathalyser and how it impacts in court, and with the appeals process.

There was a case recently where a guy was picked up for drinking and driving and causing a accident. He refused to supply a sample without talking to a lawyer, then he say in a room pretending to try to contact a lawyer for multiple hours which meant that the sample wouldn't be accurate.

They should inform people that they have 10 minutes to make up their mind, if they don't provide then they are considered to be drunk with no argument in the courts and any appeal of a sentence based around a lack of proof created by refusing to submit will be denied.
