People in Russia LOVE Putin. Although, in recent times, the support of Putin and his party has dropped off. But they're still the biggest party (and political figures) in Russia and by a wide margin.

The reason we don't call Sarkozy or Berlusconi a dictator is because they're elected legitimately. If the election is (constantly) rigged, or otherwise unduly influenced by the winning party, then you're allowed to call them a dictator.
If people in Russia love Putin then he doesn't need to resort to electoral/political shenanigans to be legitimately elected. The guy puts his Presidential opposition in jail... that should make you stop and think a bit.
