So they would have gathered a list of people who said they wouldn't vote for the Conservative Party and then phoned those people on the list in order to create confusion within the electorate. As I understand it the investigation has been going on for some time now. Matt turned the records over in Nov 2011. Elections Canada is under no obligation to notify the public of ongoing investigations.
Just like Elections Alberta; they can't speak of investigations until there is a conviction. They have some 40 files open right now.
