Yup. There's an entire theory on it invlolving Dunbar's Number. Outside a certain number of individuals close to you (generally on the side of 200-250 as the uppoer limit), you really don't view individuals as an individual and instead as just another face.
Here, since nobody is close to the child or the family, none of us greatly see the child as an individual...a human, yes, but not an individual like a friend's dog, which opens her up to more socially accepted joking. Whether it's right or wrong is an entirely different matter though.
