I would not use Juniors, but instead use Junior Jumbos. They have a bit more weight to them, and don't shift as much as a result.
I would use a 3-4 inch base of 3/4" road crush that is packed with a
hand tamper. I would make it at least 4 inches wider on the front and the back than the block itself. The block should be buried (on the front) at least 1 full inch per block height of the wall. The inside of the block and the back should be packed with drainage gravel as well.
