I bet. The odd time there is someone (obvious local) that is using the crosswalk to actually cross the street, but mostly it's just people hanging out/dodging traffic waiting for a lull to get their photo. That would be pretty frustrating as a motorist, not knowing if you should actually stop or not.

What is probably not apparent from the picture is Abbey Road is a very heavily used route into central London with a ton of traffic flowing down it every day plus 4 bus routes, until some dozy tourist decides to stop everything to get his picture taken.
