What do you mean a charge back? I take it this is the building you live in and they have access to your account? How else would they even know who you are or who to bill?
In which case you need to contact your FI immediately.
You likely signed a Pre-Authorized Debit agreement which should have had a very specific amount on it. They are not authorized to debit your account for anything other than what you authorized them.
Talk to your bank about reimbursing you.
I literally just did one for my condo fees and I had to write in the exact amount of my fees. They are not authorized to debit any other amount at any other time.
I guess it is possible that somewhere in your debit agreement it states that they are allowed to debit you for things like this but I find that highly suspect.
