We of course explained to him that that's not the reason he was banned, but I find banned people often fixate on a single incident that in itself probably isn't worth a ban and then refuse to see beyond that one incident. He was allowed back on a zero tolerance basis but was falling into the same patterns that got him in trouble in the first place.
But once they start emailing with profanity and sending these kinds of PMs and registering duplicate accounts just to abuse people, then it's obvious there's no amount of explanation that will get through.
