The second part of this statement is patently untrue. There is a dearth of uniformed officers in every major metropolitan centre across the UK. The decision was taken years ago to rely on CCTV technology to catch and help deter crime and the standard police constable's (PC) role has been greatly diminished.
Things may have been a bit rushed over here in terms of sentencing and also a bit draconian, but no one other than the guilty and the families of the guilty are complaining.
