I've mentioned this before, and it probably depends quite a bit on what industry you're in, but I'm a strong believer in the cold call. At the very least I think it's a good strategy to avoid going through HR as much as possible and get to the people are directly looking for staff.

That only works if you're somewhat charismatic. If you're not, that is probably a super bad strategy.
