It's a convenient solution to a problem, but it's also morally inconsistent and legally problematic. Legality first: my understanding is because suicide is a criminal offense (section 241 of criminal code), any person who aids or abets a person to suicide can also be punished; therefore, the Canadian Government and penal system would be accessory to every suicide that occurs as a result of ropes that they put in prison. Unless you want to decriminalize suicide, which creates far more problems than it solves. This is about attempting to produce a high-rate, low cost capital punishment system but it would lose any deterrent effects that capital punishment has.
I'm wholly opposed to capital punishment, but it's far preferable to an absolutely chickenpoop cowardly proposal like this. At least with a capital punishment system, the system acknowledges that they are making the decision about a criminal's life, not hoping for death but passing off any responsibility for the decision.
