Not only do I disagree with that statement, I would go as far to say 'The Inner Light' was one of the best television shows every aired, of any type.
That episode was better than half the movies, and if you had taken it outside of a Star Trek context, and just made the Enterprise space ship of the future 'x', the script could have been adapted into an awesome film.
Definitively not a Trek fan on the same level as most of you guys, but that episode is one of the most memorable shows I have ever watched.
