Just to ask the question, is it normal for Mexican law enforcement to display a suspect front & centre for a press conference in this manner? Let alone let him talk to the press?

I'm just contrasting that against the Canadian norm of a mug shut and video of the suspect being lead to/from the courthouse. This whole "here's the guy! See we got him!" to be a little odd.
