That's the biggest problem with Berman style Star Trek. Too many of the plot solutions are ultimately solved through technobabble (deus ex machina) rather than good writing.
Everyone is also too smart on the show to be believable (unless they are Spock, Data, or genetically engineered Bashir).
It's so believable that goofy frat-boy ex-con Tom Paris also happens to be a genius warp engineer and becomes the first one to create working trans-warp instead of some nerd yellowshirt down in stellar cartography or something...
